A source tells Us that the How I Met Your Mother star and Gossip Girl actress "were all over each other" at a mutual pal's Aug. 8 birthday party at the Thompson Beverly Hills' rooftop bar. "She was laughing at all his jokes and they were sitting so close," the witness says. "Everyone noticed. It was beyond friendly."
