‘NYPD Blue’ Star Kim Delaney Granted Restraining Order Against Estranged Husband Months After Arrest (Exclusive)

Actress Kim Delaney was granted a permanent restraining order against her estranged husband, James Morgan, over alleged harassment and abuse, Us Weekly can exclusively report.

On October 9, an Atlantic County judge in New Jersey granted Delaney, 64, a restraining order against Morgan.

The order instructed Morgan not to come near the actress or her homes in Marina Del Rey, California, and New Jersey. The judge also told Morgan not to commit any acts of domestic violence or send any type of communication to Delaney.

Morgan was ordered not to possess any weapons, complete a 26-week batterer’s program and pay fines. Delaney was advised to enter a program for victims of domestic violence. The order noted that Morgan was not present at the final hearing.

Per court documents, Delaney filed her petition seeking a restraining order on September 19.

Sources close to the actress tell Us that they are extremely worried about Delaney because she reconnected with Morgan after the restraining order was issued.

Delaney and Morgan wed on October 11, 2022. The former NYPD Blue star filed for divorce on March 24, 2023. She cited “irreconcilable differences” as the reason for the divorce. Delaney asked that Morgan’s right to spousal support be terminated.

A couple of weeks later, on April 7, 2023, Delaney requested a restraining order against Morgan in Los Angeles. She claimed that Morgan had “grabbed [me] by arm. Pulled my arm. Bruised my forehead. Threatened me.”

She said while at the Sofitel Hotel in Philadelphia, Morgan “got angry and started yelling and pushing me.” Delaney said he grabbed her and pulled her arm. She said he told her, “You’re going to regret this.”

At the time, she told the court, “I am currently in New Jersey. I am afraid to return to my home in Marina Del Rey because of him. He has asked me to buy a gun for him because he has a record and cannot buy one himself.”

“James has abused me so often that I cannot remember all of the dates,” she wrote.

“Whenever James gets mad, which is often, he will shout loudly, push me, hit me, pull my hair. Neighbors have heard the noise and intervened often in the past year.”

She said law enforcement came many times to her condo. Delaney said her neighbors started a petition to have them evicted due to the alleged violence.

Delaney described Morgan dragging her down the hallway by her hair in 2022. She said a neighbor saw and stopped Morgan.

“He has also forced me to change my phone number. Has stolen the password to all my accounts. He has tried to have my financial accounts put in his name.”

Delaney also asked that Morgan be ordered to stay away from her son, Jack Cortese. She said that Morgan told her son “I’m from the hood” and “I’m not going to let you come in between me and your mother.”

“I am also in fear and suffer from emotional and mental, as well as physical abuse,” she wrote. A temporary order was issued, but it only lasted until May 2023. (The judge also did not grant the order in regard to Delaney’s son.)

On October 20, Morgan responded to the divorce and asked that Delaney’s right to spousal support be terminated.

The drama comes months after Delaney and Morgan were both arrested in March 2025, per TMZ.

The outlet reported Morgan told officers Delaney tried to run him over with her car. Delaney accused Morgan of domestic violence. However, the District Attorney’s Office declined to press charges against either.

As Us previously reported, Delaney is also facing a civil lawsuit over an alleged car crash.
