1. Shop at Consignment or Designer Resale Shops

"Consignment and local resale shops are the perfect place to find a designer dress at a steal," Miller reveals. In fact, stars including Jada Pinkett Smith and Nicole Richie have bragged about steals they bagged at consignment shops. "Loehmanns, TJ Maxx and Ross carry a great selection of formal dresses," Miller adds. "The best part about consignment shops is you can resale it and make your money back."

2. Wear Statement Jewelry

"You can make any dress stand-out by adding a statement piece," Miller says. Just look at Sarah Jessica Parker and Heidi Klum, both of whom have been known to flaunt fabulous pieces on occasions. "You can reinvent virtually anything you have in your closet by adding a statement necklace, earrings or bracelet. Get a bunch of the same pieces and stack them together if you want! Be creative and have fun with it."

3. Master DIY Red Carpet Makeup

Take a page out of Carrie Underwood and Gwen Stefani's style book and do your own makeup. Cosmetic counters at department stores are a must when preparing for that red carpet look. "Take time out on the day of your event to visit one of your favorite makeup counters," urges Miller. "Ask the makeup artist to help you achieve the look you want. Take photos of other celebrity looks you love and copy them."

With these tips, it's definitely possible to stay within your budget and look red carpet fabulous. For more, go to Miller's website.
