Panic! At the Disco have put the exclamation point back in their name -- and their third CD returns to the speedy guitar licks and piercing lyrics of the band's excellent 2005 emo debut, A Fever You Can't Sweat Out. But the overt layers of bells and whistles (a children's choir? Really, fellas?) prevent a true return to form. (Atlantic)
