A former city councilman from Alabama was arrested after he allegedly made terroristic threats toward Hooters employees.

Former Mobile City Council member William Carroll was arrested on Wednesday, October 28, and charged with two counts of second-degree making terrorist threats during an incident at a Hooters restaurant that took place one week earlier on October 14, the Mobile Police Department confirmed to Us.

Carroll, 56, allegedly made inappropriate comments to an employee at Hooters while dining at the establishment. “I rape little girls like you,” he allegedly said, according to a Mobile County District Court complaint viewed by WBRC. “I dig ditches and kill people before.”

The complaint also claimed that Carroll made similar comments to a second employee. “I kill people for a living and rape little girls like her,” he allegedly said.

After Carroll allegedly made the disturbing comments, police reported to the scene and issued him a trespass warning. He was then asked to leave the restaurant, according to WKRG.

A warrant was obtained for his arrest weeks later, and Carroll was eventually taken into custody.

“We’re going to treat this just like we treat every other case,” Mobile County District Attorney Keith Blackwood told WKRG of the allegations. “Sometimes, we have a legitimate complaint and sometimes they’re not. We will evaluate this just like we do every other case. Our goal in the end is that justice will be done.”

A representative for Hooters also issued a statement to WKRG, saying that the “person in question made inappropriate and disturbing comments to a staff member who reported the behavior to a manager.”

“The well-being and safety of our employees and the communities we serve is of the utmost importance to our brand,” the spokesperson for Hooters continued. “As always, we provided support and security to all employees involved in this incident.”

Prior to his arrest, Carroll represented District 2 on the Mobile City Council from 2005 to 2013. After a hiatus, he returned to the role from 2021 to 2025, according to AL.com.

He was taken into custody at the Mobile County Metro Jail, and was later released on Thursday, October 29, after posting bond, per WBRC.

It’s not currently clear if Carroll has entered a plea or retained legal counsel following his arrest. The Mobile Police Department had no additional updates to share when contacted by Us about updates in the case.

The investigation into the case remains ongoing.
