What it wants to be: a gritty depiction of the NYPD. What it is: a dreary, unsatisfying mess. Brooding cop Jonathan (Channing Tatum) gets reassigned to the neighborhood in which he grew up, triggering violent memories from his youth. The slowmoving narrative only magnifies the improbability of the plot (sloppy police work hits an all-time low). Meanwhile, Katie Holmes, as Tatum's clueless wife, is stuck barking lines like "What the f--k is going on?!" Good question.
