Rumer Willis was spotted in a teeny-tiny pair of high-waisted daisy dukes at a gas station in L.A. on Thursday.

In addition to revealing her legs in the skin-tight shorts and floral-print high heels, the actress, 22, also exposed her cleavage (and black bra) in a sheer ivory blouse that was mostly unbuttoned in the front.
